Carla’s Story

Carla has over 30 years of experience in environmental conservation. She has conducted hundreds of habitat assessments and environmental impact analyses on Martha’s Vineyard. She has also overseen many projects through complicated local and state permit processes. Carla also serves as the Business Manager for Cooper Environmental Services, LLC

Carla began her career as a Senior Environmental Analyst with the State of Connecticut Department of Environmental Protection in 1988. In this role her responsibilities included:

  • supervising the planning and implementation of wetlands replication and restoration projects for residential, commercial, corporate, and public development projects

  • providing technical assistance to municipalities on projects affecting wetlands

  • developing and implementing education and training programs for municipal wetland commissions, including the production of multimedia training materials

  • reviewing wetland impacts of state, local, and private development projects (e.g. golf courses, interstate highways, industrial parks, and residential subdivisions)

  • investigating environmental complaints and issuing enforcement orders

  • drafting and reviewing local wetlands protection regulations

In 1995, she and Doug relocated to Martha’s Vineyard where they started Cooper Environmental Services, LLC.
