Doug Cooper has a depth of experience in the fields of septic systems and wetland resource protection that is unmatched on Martha’s Vineyard.  Doug’s career began in the Town of Stafford Springs, CT working as lab technician and plant operator, responsible for laboratory testing of sewage plant influent, effluent and receiving waters for a modern Grade IV municipal wastewater treatment plant. 

In 1974, he became the Conservation Director, Sanitarian, and Zoning Enforcement Officer for the Town of Simsbury, CT.  His many responsibilities included:  natural resource surveys, site plan evaluation, site evaluation and approval for subsurface sewage systems and water supply wells; provided technical support to land use commissions; enforcement of town wetlands, health and zoning regulations.

In 1979, Doug joined the Northwestern Regional Planning Agency in Warren, CT.
As an Environmental Planner, he developed natural resource based guidelines to assist rural communities in preparing local plans of development and zoning regulations, as well as conducted non-point source pollution watershed studies.

In 1980, Doug accepted the position of Chief of the Wetlands Management Program for the State of Connecticut Department of Environmental Protection in Hartford, CT.  He was responsible for the management and oversight of the State's wetlands management program, including regulation of state and local projects, public awareness, wetland commissioner training and education, enforcement, program development and planning, and EPA Grant Program administration.

After 21 years in government, Doug and his family moved to Martha’s Vineyard where he now co-owns Cooper Environmental Services, LLC with his wife Carla Cooper.  In addition to providing consulting services in the areas of wetlands and resource protection, Doug returned to his original field of expertise, septic systems, providing inspection and design services to real estate professionals, homeowners, developers and municipalities. 

Doug is an avid tennis player, private pilot and supporter of the UCONN Husky basketball teams.

Carla began her career with the State of Connecticut Department of Environmental Protection in 1988.  As a Senior Environmental Analyst, she supervised the planning and implementation of wetlands replication and restoration projects for significant residential, commercial, corporate and public development projects; provided technical assistance to municipalities on development projects; developed and implemented education and training programs for municipal wetland commissions including the production of written and video training materials; conducted environmental reviews of state, local and private development projects including golf courses, interstate highways, industrial parks and residential subdivisions; investigated environmental complaints, issued enforcement orders and testified at judicial hearings; drafted and reviewed state and local wetlands protection regulations.

In 1995, she and Doug relocated to Martha’s Vineyard where she provides consulting services to real estate professionals, homeowners, developers and municipalities.  She conducts environmental assessments, manages projects through the state and local permitting processes, and drafts septic system design plans.

Carla is also the Business Manager for Cooper Environmental Services, LLC.  She is responsible for all of the financial and administrative operations, as well as project management aspects of the business.

Carla is an avid tennis player and enjoys yoga, cycling, boxing, kayaking and reading.
